Leads the Infrastructure and Public Procurement Division of the OECD to analyze how governments can use public spending and investments to achieve maximum value for their money and shape the market supply for a more environmentally and socially sustainable future.
In previous roles, has overseen the OECD's work on digital government, open data, innovation, public sector indicators, human resources, and critical infrastructure. He previously worked at the United States Office of Management and Budget.

Director General of Concessions at the Ministry of Public Works
Architect from the Central University of Santiago, Chile, with a Master's degree in Urban Management and City Design from the University of Wales (Domus Academy, Milan), and a diploma in urban projects from the Pontifical Catholic University of Chile.
With extensive experience in both the public and private sectors, between 2014 and 2015, he served as the National Planning Director at the Ministry of Public Works, later assuming the position of Director General of Public Works until 2018. Mayor of the Municipality of Renca
Civil Engineer from the Pontifical Catholic University of Chile and Politician since 2016, has served as the Mayor of the Renca Commune. He studied Civil Engineering at the Pontifical Catholic University.
Between 2008 and 2010, worked as the Social Director for Latin America and the Caribbean at the Techo Foundation. Later, founded the Office of Equity and Inclusion at the University of Chile. In 2013, he studied Public Policies at The London School of Economics and Political Science (LSE) and returned to Chile in 2015 to work at the Ministry of Education.

Is the founder and director of Revaloriza, the first state-of-the-art construction waste recycling plant in Viña del Mar, and the director of EFE Solar, a company specializing in the development and management of renewable energies.

Gastón Astesiano is an expert in public-private partnerships (APPs) and regulation in the energy and infrastructure sector, currently serving as the Head of the APPs team at the Inter-American Development Bank (IDB). With a career that dates back to his participation in the IDB's Young Professionals Program in 2002, he has led various projects in Latin America and the Caribbean, covering areas such as energy, transportation, and regulation. Previously, he played a key role in Argentina's Ministry of Economy and Public Services, contributing to the deregulation of former public monopolies in sectors such as energy, telecommunications, and transportation. Gastón has a strong academic background, including a degree in law from the Argentine Catholic University, as well as Master's degrees in Law (LLM) and Public Administration (MPA) with a focus on Management and International Energy Policy from Columbia University.

Served as Deputy Managing Director of the International Monetary Fund (IMF) from 1999 to 2003 and chaired the Board of Governors of the World Bank in 1995-96. Was the Minister of Finance of Chile from 1994 to 1999 and held various economic positions in the Chilean government before that. Has worked as a consultant for institutions such as the World Bank and the Inter-American Development Bank and has provided advice to several governments.

In 1989, was elected as a senator for Santiago. Served as the President of the Republic of Chile from 1994 to 2000, and later returned to the Senate, where he held the position of Senate President from 2006 to 2008.
In 2014, was appointed by President Bachelet as Extraordinary and Plenipotentiary Ambassador for a special mission to the Asia-Pacific region.
